Guidance on Non-Attendee Forms for Caucuses
As caucus-goers in person, you can request that the delegate pool be chosen in equal (proportionate) parts from the non-attendee forms and from those present in the room. You as a caucus-goer present in the room can make this request even if the chair/convener does not bring it up.
Simply put: you can make a motion to suspend the rules concerning delegate election to divide delegate selection between people physically present and those who submitted non-attendee forms and indicated a desire to be a delegate.
This kind of allocation is supported by the official call, as noted in 6.i.iii: βThe caucus may also suspend the rules by a two-thirds vote to adopt another equitable method of election that results in a timely report of delegates and ranked alternates who achieve equal division by gender identity.β
NOTE: This motion should only be made if walking subcaucuses are NOT being used.
